If the photoradar fixes the speed of the car only at one point, the average speed control system registers the speed at several points and calculates the average speed at a particular site, which motivates drivers not to violate the traffic rules on longer sections of the road.

The system determines the average speed of the car, taking into account the time for which the car travels the distance from one photoradar to another.

According to Golubev, negotiations with the Ministry of Justice and the Ministry of Economy have shown that there are no obstacles to the implementation of such a project in Latvia, therefore, the DDTD proposes to implement a pilot project on the Koknese highway for 7 km and on the Jurmala highway for about 3 km.

However, representatives of SJSC “Latvijas Valsts Celi” (Latvian State Road) reported that a reconstruction was planned for Jurmala highway next year, which would last two years, so the council approved the implementation of the pilot project so far only on the Koknese Highway.
